Un Sejour En Ayiti Lessons Learned from the Capstone Experience COLUMBIA UNIVERSITY - SIPA Admissions Blog Last week many of our students presented their Capstone projects to their advisers, clients and peers. One of our 2nd Yr MPA- Development Practice and resident Admissions Program Assistant, Molly Powers shares her capstone experience I was elated last fall when I was selected to be one of nine people on a capstone project, poised to investigate land tenure issues and resolution strategies in the southern coast of Haiti with the United Nations Environment Programme (UNEP) and the Côte Sud Initiative (CSI). Now midway through the project and having just returned from our fieldwork trip to Haiti over spring break, I can give a little more insight to the capstone process from our perspective. SIPA students donât write a disseration or masters thesis to graduate- instead they participate in capstone projects or workshops. The capstone can make or break your second year spring. On the one hand, it can be a great opportunity to get hands-on experience working for a client on a real world setting, creating connections for future job opportunities and résumé-building skills. On the other, it also can eat up your time, as you feel you are working a full-time job on top of your other classes and commitments. And while some clients may be extremely demanding, others may be frustratingly absent, requiring a lot more guesswork on the part of the student group. For better or worse, catering to all sorts of clients provides important real-world skills. Some capstone projects include domestic or international travel funded by the clients, while others can be done comfortably here in New York. The EPD Capstone Workshops more reliably require travel outside the US, but this year more than 30 capstone project students traveled to South Sudan, Uganda, and Haiti among other places. As an MPA in Development Practice student, a capstone project is not a graduation requirement for me as it is for most other SIPA concentrations. The MPA-DP equivalent to a capstone is the summer field placement, where students spend three months in the field, working with a selected organizations on targeted development projects. I so enjoyed my fieldwork in Uganda, however, that I was eager for more opportunities to tackle real world problems. Our project aims to investigate the frequency, intensity, and reasons for land tenure conflict in Southern Haiti, examine what formal and informal institutions exist to address those conflicts, and understand what means individuals in rural communities actually use to resolve those conflicts. We also want to better understand what barriers may exist that prevent people accessing certain services, so that in our final report, we can recommend possible strategies for removing those barriers. This region is plagued by severe erosion caused by deforestation and annual hurricanes. While CSI is promoting agricultural improvements and tree-planting, they also want people understand peopleâs incentives for or against investing in land. Hence the land tenure investigation. While I was initally concerned that nine people might be too many to work efficiently, we discovered that the amount of work we had to do to prepare for our week of travel and surveying over spring break was easier to tackle in pieces. We were able to divide and conquer the tasks of literature review, communicating with our client, seeking advice from academics around the country, working with our client in Haiti to organize field logistics, creation of a survey and analysis framework, budgeting, and applying for external funding. Indeed, with only 10 days, as 8 people traveling in Haiti we were able to maximize our learning curve. Four members of our team focused on legal issues at the regional and national scale, carrying out interviews with land tenure experts, lawyers, notaries, judges, and surveyors in the southern city of Les Cayes and with NGOs and government organizations in Port-au-Prince. My four-person team focused on knowledge at the grassroots level, conducting interviews and focus groups with rural notaries, surveyors, justices, womens groups, farmers cooperatives, community leaders, and religious leaders in the villages of Port-à -Piment, Les Anglais, Tiberon, Chardonniers, and Coteaux. We stayed in dormitories, hotels, and at the CSI guest house, and worked with two agro-forestry students from the American University of the Caribbean in Les Cayes. They were critical members of the team, helping us to set up meetings and translate interviews, and we were able to present our initial findings to a group of over 150 students at their school at the end of the week. We spent our days traveling and interviewing and our evenings translating and processing information into categories. The fact that we continued to enjoy eachotherâs company after 10 days straight together is a testament to how great SIPA students are! A big challenge for me was language. Reviving my rusty french took some effort, and giving presentations in another language was particularly difficult. It was also clear how important knowledge of the local creole would be if one were working on the ground in Haiti- the best stories we learned were those told in creole, recordings of which the AUC students helped us to translate in the evenings. In one such telling story we heard during the week, a woman in Les Anglais sold her land rights to somone from another village in exchange for a sack of flour. She then proceeded to go up to the land and chop down all the trees on it, since they no longer belonged to her and she could make money from the charcoal from the wood. The sad reality in these communities is that the immediate promise of financial benefit often outweighs the uncertain gains from future investment (for economists out there, you know Iâm talking about discount rates). We hope that the report we produce and present in late April will help shed light on some of these issues, and to help CSI as they move forward with their development work in the region.

5 Ways to Judge Your 529 Plans Performance
You expect excellent investment results from your 529 plan, but how do you really know? Assessing the performance of a 529 plan can be difficult, and is made especially challenging by the plethora of investment options in the 80+ programs and the frequent changes made by plan administrators. To help you, we have come up with five different approaches you can use to judge your 529 plan's investment performance: 1. Compare your 529 to your retirement account. Granted, you probably have different investment objectives when you are talking college versus retirement, but since the money is all yours in either case, comparing the performance of your 529 account to the performance of your IRA or 401(k) can be a useful exercise. There are two ways to go about this: (1) compare the growth of your accounts over the same time period, adjusting for contributions going in and distributions coming out, or (2) compare the investment performance figures published by the administrators of your 529 plan and your IRA/401(k). Be sure that the performance figures are shown net of all account management and administrative fees. You may be surprised to find that your 529 account is outperforming your retirement account, in which case you may wish to consider making changes to your retirement investments. 2. Compare your 529 to similar investment options in other 529 plans. Depending on which particular 529 plan you are using, you may find one or more other 529 plans using the same fund manager, and in most of those cases, a similar menu of investment options. For example, a large number of 529 plans use Vanguard funds as underlying investments. If your current 529 account is invested in Vanguard funds, you can easily locate other 529 plans using Vanguard funds and compare their performance. The difference in performance is often due to differences in plan fees, which is important information for you to know. Alternatively, you can compare the performance of your current 529 plan to other 529 plans that might use different investment managers but employ similar strategies and asset allocations. For example, if you are currently using your 529 plan's "age-based" investment option, and your child is 10 years old, examine the performance of the age-based option in other 529 plans for beneficiaries who are 10 years old. The results of your analysis will reflect not only differences in performance of the underlying funds along with fee levels, but also the plan manager's success in blending equities, fixed income, and money market investments for a 10-year old beneficiary. 3. Review your 529 plan's benchmarking results. The states will judge their own 529 investment performance by comparing each of their investment options to a hypothetical "benchmark" portfolio. The analysis will tell the state whether its 529 plan is beating its benchmarksï ¿ ½or lagging behindï ¿ ½and by how much. Some 529 plans will publish the benchmark performance along with actual performance on the plan's website, making the comparison available for everyone to see. Many states don't make it that easy. They may publish the benchmarking data in their "annual reports", or perhaps only in the minutes of their quarterly board meetings. If the benchmarking analysis for your 529 plan is not available on the plan's website, you should call the toll-free number and ask for it. If you are told the data is not available at all, you could send a complaint to your state treasurer. After all, it's your money. Realize, however, that the benchmarks used by one 529 plan are not going to be the same benchmarks used by a different 529 plan. This means that a head-to-head comparison of the plans' investment performance using the same benchmarks is usually not possible. 4. Open a Coverdell or UGMA/UTMA account. Do you think you could outperform your 529 plan if you were allowed to select all your own stocks, bonds, mutual funds, and exchange-traded funds? Well, go ahead and try. Take a modest amount of money and open a Coverdell education savings account or a Uniform Transfers to Minors Act (UTMA) account through a discount broker. (The UTMA will be nearly as tax-efficient as a 529 plan or Coverdell account as long as you keep it below the kiddie-tax radar.) Then simply do your own investment management. Over time you can compare results and determine if your self-managed college-savings account is performing better or worse than your 529 plan. Good luck, because you will probably need it. 5. The Civil Rights Act of 1866proposed by Andrew Johnson was the first Civil Rights act ever written. The actwas turned down by congress. The act would have given all blacks the same rightsas whites. The issue of discrimination has been addressed in the court systemmany times. Beginning with the Dred Scott v. Sanford (1) case, in which theSupreme Court ruled, that blacks as subordinate and inferior beings, couldnot constitutionally be citizens of the United States. More recently, the Bakkecase gave a look at the wor kings of affirmative action. A white student wasdenied admission to U.C. Davis because the school had already met its quotas forwhite students. Affirmative action(2) is a term coined by President of theUnited States, Lyndon B. Johnson in 1965. In an executive order Johnson declaredthat federal contractors should take affirmative action, this was toguarantee that applicants are employed, and that employees are treated duringemployment, without regard to their race, color, religion, sex, or nationalorigin. Executive Order #11246 would increase the number of minoritiesemployed by federal contractors. This order would become a major policy issuefor years after it was made. Many people view affirmative action as reversediscrimination, or as reparations made by the government to minorities for pastdiscrimination. It has been left up to the states own government to decidewhether or not affirmative action programs should be implemented. Most havedecided not to allow these programs. These st ates now have to figure out how tomake up for the unemployed minorities and loss of diversity in colleges. Thearguments against affirmative action have many aspects. A major complaint inmost arguments is the contradictions its policies support. Such as reversediscrimination. The policies have been constructed to give women and minoritiesequal opportunities in applying and being accepted in schools and jobs. Othersthink that women and minorities did not earn their positions, but given agift, from the affirmative action programs. Another view is that women andminorities can have their self-worth affected by these programs. Affirmative action began tohelp women and minorities into the workforce, and higher education. Besides reverse discrimination, affirmative actionis claimed to be the cause of promoting, in many cases, the hiring of lessskilled workers and less qualified individuals being accepted into college. Proposals have been made to make up for the lack of minority enrollment inhigher education. One way to ensure minority representation would be to targethigh poverty schools. Texas legislature was seeking a way to preserve minorityaccess to college. The conclusion was that the top ten percent of students inevery high school are eligible for admission to the University of Texas. Inaddition, an increased use of test scores and grades as entrance standards foreveryone would help with the loss of diversity. Other proposals have been togive applications in different languages, to have jobs offered on campuses, andto have a list of all people that do not have jobs in the area. Affirmativeaction should be implemented for sheer promotion of diversity. Some of thegreatest intellectual interactions a student experiences, are with otherstudents in college. If those interactions are not diverse or culturallyenriching, then every person will have a narrow experience at college. Anotherreason affir mative action programs should be implemented is for the preventionof primarily white, dominated campuses. The affirmative action policiesshould be reinstated. Colleges and jobs should not look at race as the onlyfactor in accepting an applicant. That is true, they should look at leadershipqualities, experience, academics, and even athletics. To limit the hiring andadmission of incompetent workers and students, those other factors should belooked at. Answer: Part A CAPM Capital Asset Pricing Model Capital asset pricing model has been widely used for estimation of the cost of capital for business organizations. Additionally, this model is helpful in evaluation of the performance of managed portfolios (Fama and French, 2004). Capital asset pricing model considers the market return, risk free rate of return and systematic risk in order to estimate the cost of capital (Dempsey, 2012). In the above formula, Rf = Risk free rate of return = Systematic Risk Rm = Market return Assumptions of Capital Asset Pricing Model The assumptions of capital asset pricing model are listed below: All investors operating in the market will focus on maximizing their economic utilities when the asset quantity is constant. Investors are rational and will be risk-averse in nature (Pennacchi, 2008). The investors are largely diversified according to different type of investment. The investors are not price takers or have no influence on the prices. The investors can borrow as well as lend unlimited amount at the rate of risk free rate of interest. Trade activities take place without the cost of transaction and tax (Fama and French, 2004). Investors have equal access to the market information and they all have homogeneous expectation. It is assumed that all assets can be liquefied and divided (Bornholt, 2012). Relationship between Security Market Line and Capital Market Line Capital market line refers to the line which is used in the capital asset pricing model for illustrating the rate of return for the efficient portfolios on the basis of risk free return and the level of uncertainty or risk for that specific portfolio. Capital market line can be drawn as a tangent line from the intercept point of the efficient frontier at which point the expected rate of return is same as the risk free rate of return. Capital market line demonstrates a relationship between the return as well as risk of the efficient portfolio. The capital market line helps in combining the risk free asset and the market portfolio. It is used for representing the risk premium earned from taking additional risk. Capital market line is considered to be superior to the efficient frontier as it includes the risk free asset within the portfolio (Lee et al., 2013). It has been observed that in security market line all the risky marketable securities are include. Basically, security market line helps in plotting the results obtained from the capital asset pricing model. The market risk or bet is represented along the horizontal axis and the vertical axis represents the expected market return. From this graph, market risk premium can be estimated from the slope of the security market line. According to the capital asset pricing model, the market portfolio is the efficient frontier and it can be achieved with the aid of security market line (Pennacchi, 2008). The inefficient portfolios lie below the capital market line and both the efficient and inefficient portfolios lie on the security market line (Skiadas, 2009). Arguments in Favor and Against of CAPM It has been argued that capital asset pricing model is an effective tool in estimation of the expected return of a portfolio or cost of capital for business organization. The research scholars have argued that the major advantaged of CAPM is it considers systematic risk which reflects the reality and helps in providing a proper insight to the market condition which the investors must consider. It helps in deriving a relationship between the systematic or market uncertainty and the required rate of return which is very important for the investors. It is a better approach than WACC as it includes the systematic risk (Smart, Megginson and Gitman, 2004). However, some limitations of the CAPM have been identified by the research scholars. It has been observed that the CAM model is reliant upon the risk free rate of interest which refers to the government bonds. The rate of return of the government bond frequently changes depending on the economic situation of the nation. Hence, it will affect the calculation of long term investment. Additionally, it has been correctly argued that estimation of the equity risk premium becomes difficult and it is unstable. Moreover, the value of beta also varies over time (Subrahmanyam, 2012). Alternatives of CAPM Some alternative models have been proposed such as multi beta model (the multifactor model and arbitrage pricing model), market price based model and accounting information based model. Conclusion This paper has provided an insight to the concept of capital asset pricing model and its assumptions. It has been found that the model is very useful as it considers the systematic risk. However, some limitations of the model have been discussed in this paper. CAPM is dependent on the beta and risk free rate of return which frequently changes. It has been found that some alternative models are proposed which will address the shortfalls of the CAPM. Part B: Capital Budgeting Analysis Gordon Hall is considering replacement of his existing machine which has a remaining life of 5 years. The new machine will be bought from Li Ho with useful life of 5 years. In order to evaluate the replacement decision capital budgeting tool Net Present Value (NPV) analysis is an important tool (Ross, Westerfield and Jordan, 2000). It will be used in this paper for making replacement decision (Berk and DeMarzo, 2007). First of all, it is important to estimate the depreciation of the new as well as old machine.
